NPCs aren't physically simulated unless they fly. What you are trying to do is incredibly difficult and only a handful of games have ever achieved it.
One of them was Dark Messiah, though the effect that gets people back on their feet is a bit basic. But since it's on Source you may want to look into it anyway.
