It's happening for almost everyone. It happens when Steam tries to play a sound, like recieving a message or a friend coming online, while the GameOverlayUI.exe process is running. It automatically goes away after 10 seconds, any other *fixes* is just pure luck. The fix I found is to launch the Source SDK Hammer and then close the GameOverlayUI.exe process using Windows Task Manager.
