Valve is making hand over fist money with steam distributions and tf2 items. I cannot blame valve for focusing heavily on those two parts of their business.
What I do think valve should do is open source the code for all tools and all non-engine files in the sdk. It is a win win for valve: support the community, and ensure that independent content continues to be provided for current and future source engine titles.
