Halfd does this, you can set a ping max and minimum, and have it give x number of warnings, and then kick, ban, whatever to the user after his warnings.
Go to http://www.halfd.org for the program, it runs under Linux though. (site seems to be down or having dns problems the last day or so) It works and works well. As for Adminmod NOT being able to detect a ping of a player, I don't think this is true. If you use reserve_type value 1, it will kick the highest pinger and make a slot available, so it CAN detect the ping of players.
