No, you can't. The electrical impulse rate thru the human optic nerve from
the retina to the visual cortex at the back of the brain is between 60 and
68 impulses per second, according to the research that I've seen. This is
why almost all decent newer video cards ship with drivers that, upon
installation, default to 75 Hz (margin for the exceptional humans among us,
I guess, that might get over 70 optic nerve impulses per second). Anything
beyond that is wasted.

What you are seeing is not relevant to the refresh rate. There are many
variables in the rendering pipeline that are causing the difference you are
seeing.
