Even in a 9x OS that server should be plenty fast enough for a 32-player server... NT/Win2k/Linux would be much better, true.
Are you sure there aren't any network problems on your LAN? Like mega collisions or a bad NIC somewhere? Check your hub and see if you see a lot of collisions under load. If not, try a bandwidth test (copying a large file or something) and check the speed and collisions. Also make sure the server is on a 100Mbit switch, although 10Mbit is enough. If all is well, it's likely not your network.
