Try checking if the MTU is set to a dial-up speed or what. AKA try downloading a file off of the web and tell what the max KBps you're getting is. If it's <15KBps you may want to look for a maxMTU program to reset your MTUs to Windows Default and if it's >15KBps try http://www.tweak3d.net and look for the bit on tweaking your network..
Also, have you checked if the NIC is on Autosense or not.
