I had problems one time with the order of the command line switches. Try removing the +port and see if it works. Then add it back at the end. It should be able to connect to WON, auth, and all that stuff without specifying the port. Your clients won't be able to connect though. It shouldn't be a problem though haveing an argument with a '-' as the first one. Point is though, does it work normally, i mean without firedaemon? Try starting your server normally, if it doesn't work that way your problem is not in firedaemon or the service.
 
how about sending a screen of the console or something? What exactly does your server do? Did you check the box to interact with the desktop? Make sure you read the whole firedaemon documentation relating to hl servers. What happens  when you tell the process to restart? I think I need more information to diagnose your problem.

I don't have a space in my actual entry. It is +map de_dust  in the reg. another question I have though is:

Does it matter if I have a - on my first command. Like I have -game cstrike +maxplayers 16 +port21 +map de_dust

Now should all those be "-" or "+" or should it be - then all +'s or is any part of that a bad format?

No, you should not have a space. try taking the space out through the registry.

I'm still looking through documentation, and I'm not sure if this matters, but does it matter if there's a space between the + and map?

What I've seen so far is there isn't any spaces in the documents...

Ok I have a problem, I did the firedaemon setup and now have hlds and firedaemon running in my task list. Also when I go look at my services I have firedaemon:cs 'started' and my server is still down. Now keep in mind that I must run on port 21 "SSSSSSHHHHHHHHHHHHH" and it works just fine if you run the hlds.exe with -port 21 appended. I added that to the command line parameters in the firedaemon setup and I even checked them in the registry. And the -port 21 was there. Is it for sure executing that command or is that a command that it is for some reason unable to execute through firedaemon?

Lastly I have w2k SP2 I read that this program works with SP1 so is that my whole problem? If so what can I do to make this work on SP2? Thank you soooooo much I want to get this done before I go home.
