DISCLAIMER: DO NOT edit your registry unless you are absolutely sure you know what you're doing!
When I switched from 56K to cable, my download speed was about .5 Mbps. I found a registry setting (TCP Receive Window size) to change which brought me up to 1.5 Mbps. When Comcast doubled the download speed I got the full 3 Mbps they promised. From what I've read, Microsoft sets a very small Receive Window size when you install dialup networking. When you add broadband the settings for dialup remain. Unfortunately, as someone mentioned, UPLOAD speed is what matters most for a CS server. Not sure if this tweak affects upload speed at all, but it's worth a try. Just be sure to back up the registry keys before you change them.
