I have had this problem in the past and solved it by setting UDP_loose
parameters on my firewall as described here:

http://en.tldp.org/HOWTO/IP-Masquerade-HOWTO/looseudp.html

Thing is if you are running a broadband router you may not have access to
these settings. Best bet is to update the firmware, or look for a firmware
hack.

I've asked this question before, but I don't think you understood it. I've
got a server running on a box behind my router/firewall. I have forwarded
27015 and people can join fine and play, but it is not listed on the master
list. My firewall doesn't block any outgoing connections. How can I get it
listed???
