There are still several thousand WON servers still in operation, and Valve is very well aware of this. However, the numbers continue to drop. The last time they threatened to kill WON, there were over 20,000 WON servers in operation, and their decision was quite rash. "Yeah, let's just go out there and piss off 20,000 admins and a quarter of a million customers by killing WON".
This time around, there are only, what, 5000-6000 WON servers left? They could get away with it with a minimal uproar. Most of the disgruntled would be all of those WON CS servers admins that just don't want to embrace Steam CS.
