The server DLL versions show that it is 1.5 CS 1.5 = 47/1.1.2.0 2738 CS 1.6 = 47/1.1.2.5/2.0.0.0 2771 If people do prefer and would like to play 1.5 then it certainly is possible to do so with STEAM. This requires no work what so ever from valves part... what this means is you can actually see a server list on the steam browser and continue to play. But there is GameSpy and HLSW that should still be able to link players with servers for 1.5 or 1.3 or beta.
