To be honest although there might be some truth in what your all saying a
server will really only
get popular if it's run correctly. If you have good admins that don't take
the piss "admin abuse" and a good bunch
of people that have a good laugh it doesn't matter what the IP is as long as
people enjoy the games played on it.
I ran a community server for over two and a half years, it was always busy
we ended up with 3 servers in the end,
 now its even busier today than it ever was.
If you get on your server, manage it right i.e.. "not every good player is a
hacker" try and stop people whinging about such
matters people will return time and time again. I'm more than sure everyone
has there favourite place to play some like custom maps
so like freaky mods, some like bog standard but enjoy the game play, Welcome
people, manage it well and they will come!

My server is .86 and traffic is non-existent now.  I queried the top 20
servers and found most of them below .25 for last octet.  Also, it seems if
you run on the default port of 27015 your server shows up quicker in the
list.
