There are one or two CVARs that need to be set each map change or they fall back to the default.
In your server.cfg file add the CVARs and the values you want and also add this: mapchangecfgfile server.cfg You can certainly use some other config file but usually this isn't necessary. If you do not set this CVAR then your server.cfg will only be executed once when the server first starts.
