Ah sonofabitch, if I didnt call this or what... it was either on this list or
on steampowered.com forums or both, I stated that if a 'fix' were to be
implemented, it would favor a new group but screw over a whole new set of
server admins. So now it appears that instead of sorting by the last octet,
it's being sorted by the first.

Appease one group, harm the next.

OK then, here's my proposal for a suitable fix. Server admins can set which
region their server is located in, correct? Easy enough. Set up steam on the
client side so the player can save which region he/she is playing *from* -
when they login to steam and do a server listing, have the Steam client send a
token to the MSL with their region information, in return the MSL sends the
client those servers that match the client's region *first*, and then the next
closest region, and so forth. As that list gets pulled down, have the client
sort that list by lowest ping time *by default*

Sound fair enough? I cant think of anything better at the moment. If anybody
else has a better idea or if Valve can state why that cant be implemented,
please let us know.
