Well I was all for doing things the way Valve was doing it to allow
them confuse cheat creators about exactly which hacks are or are not
detected, then I thought about the implications of what occurs if the
hackers have access to unlimited numbers (or at least appear to be)
STEAM_ID's and then did the maths.

All you end up with is pissed off gamers, especially when VAC "IS"
working but this stupid "detect now, ban later" policy allows the
hackers plenty of time to piss a lot of people off and generally cause
admins life hell as well as not really effecting the hardcore cheat
who has access to so many STEAM_ID's and STEAM Accounts that banning
them every couple of days, even though VAC is fully aware they are
cheating, serves no purpose, except to allow cheats to more time to
use a particular STEAM Account for longer than they would get if they
were banned the instant VAC detects them.

A nice little "VAC detected cheat on so & so" message on the server
would go a a long way to winning the PR war too! And serve as a
warning for others to not cheat or they wil get caught!
