Deleting InstallRecord.blob fixed this problem.

It consistently won't even download all the updates for me now. About 4500 files into it, I get this:
Verifying: sourcebase\cstrike\steam.inf Downloading: sourcebase\cstrike\steam.inf Connection Reset, WinSock Error 10054 "Connection reset by peer"
Every time, it happens at the same file.

If it's version 18, then it doesn't work. Did an update, and all I get is this in hldsupdatetool:

My servers has been down for 2h now and i cant start them again, then I get this error in server console: Failed to load server.dll Failed to load server binary Can't start game, no valid server.dll loaded
