Visit http://www.hlfallout.net if you'd like to discuss the possibilities with people. A lot of people think the G-Man is an alien, there's a lot of small details around you can pick up (in Eli's lab there's newspaper clippings on a noticeboard that show Earth waged a seven hour war with the Combine before surrendering). So play the game through again, and take a look at the details, you may get some of the closure you're looking for.
Though, I liked the ending. Well, the bit before it, and the special effects when time stops, but the Dr. Breen statements absolutely rocked, and so did all the graphics throughout the end of the citadel.
Would've liked to have heard more from the G-Man though...
bite's two articles at hlfallout (story speculation pt 1 & 2) reveal a lot of information that I didn't know (especially regarding the 7 day war) and are a pretty decent read if you're intrested in those kind of things. I would imagine that raising the bar would reveal a lot more, but then again getting that would depend on how much money you are willing to spend to find out (probably) not enough information anyway.
