should mp_timelimit set how long the match lasts? What other settings would be important... I fired up the server and it was full in 10 seconds. Krazy. Fun. Beautiful. Gore.
I didn't see how to run it in team death match mode using the server gui "tool".

To get hl2mp run hldsupdatetool with "hl2mp" as the game parameter (i.e "hldsupdatetool.exe -command update -game hl2mp" ). The total download size is around 300MB.
