Make sure your web server is not blocking files by their extensions. I am using IIS 6, and mine will not send .bsp, .vmt, .vtf, etc. without changing the web server's configuration. So, others may encounter the same problem I had.
To verify this, enabled directory browsing on the web server, restart the web server, browse to the maps subdirectory, right click on a .bsp file, then "selected save target as." If you get an error, it may be blocked. If .txt works, but .bsp does not, reconfigure you web server to allow the unknown file extensions.
