yes there is goto www.sourcemod.net forums hl2 server plugins they have an interum admin plugin, restrice weapon, and some other things
a meta type functionality is built into the source engine

Metamod isn't needed for Source anymore :)
But at the moment, there are no AdminMod or AMXMod available for Source.
