That would be taking it too far. Think of police trying to combat prostitution....they'll dress up and act like one, so that would-be whore-getters will solicit them. Punishment is dealt to the solicitors through the proper channels of the law.
This is what we'd be doing...we don't need to worry about punishing cheaters...we just want to make sure they are caught.
