Another easy option is to install quicktime.

You'll get the boost automatically, since qttask runs in the taskbar
at startup. No need to leave any files open.

We used to 'unlock' the fps, but there's a downside, at least using
Windows 2003 server 64-bit - every day, your fps will halve, and
you'll eventually be forced to restart srcds.

Now that we run at the locked in 60 fps, we find that our players
don't notice any difference. pings are a little higher, but game play
is smooth, and we don't have to worry about restarting the server
every few days.

Well, we still have to restart every couple of days, because it's a
given that one of our three games (over two boxes) will die with the
'backwards min/max' error.
