Dude, when you shut the server down there are no bans saved in cache. The bans are saved to banned.cfg and the IP's are saved to listip.cfg (for banned IP's). For crying out loud give it up!

If your server crashes it uses the banned.cfg and listip.cfg (for banned IP's) to restore the bans after restarting.

Let's say your server caught an aimbotter and banned him for lets say 24hrs. If your server was to crash this 24hr ban would no longer exist! Why? Because the server crashed without saving to banned.cfg (writeid)

It's only cached as long as the server is running. If you shut the server it dumps the cache (writeid) in to guess what? The banned.cfg

If you shut the server (they proper way) and delete the banned.cfg there will be no more bans saved whatsoever!

If you delete banned.cfg while server is running it will recreate the same file with all the banned ID's!

This is why the only way to delete the bans is to completely shut down the server.
OR
If you do choose to remove bans with a running server you must use the removeid then writeid commands accordingly.

Anyway I solved it by myself.
The reason it was behaving so strangely and nobody(!) could figure it out
was that I had a space behind several Steam ID's in the banned.cfg. This
happened when copying some ID's from my webpage and opening the cfg
file in Wordpad instead of Notes.
