On top of it, I took the time to manually add several Steam ID's with spaces, ASCII characters, and other irrelevant symbols with RCON, through HLSW, and by manually editing the banned file. I put the new characters in front, in the middle, and at the end of the Steam ID. I then followed the very simple steps that many told you to follow, stopped the server, deleted the banned file, restarted the server; and a new empty banned file was automatically created.
When I stopped the server again, and copied back the original banned file, as expected, it replaced the newly created empty banned file. Any bans that had extra spaces were altered by Steam to delete any spaces, and illegal characters were not accepted as a legitimate ban. In no case did any of my fiddling around with extraneous characters keep a banned list locked into a magical fantasyland of cache as you keep trying to assert.
In summary, the procedures that everyone told you from the beginning of your repeated assault on this extremely simple issue worked perfectly, and exactly as they said. This was 100% due to incompetent operator error from a technician with 5 years of supposed computer experience. Maybe your experience is that you have a Radio Shack computer that runs your AOL account? 8==)

This happened when copying some ID's from my webpage and opening the cfg file in Wordpad instead of Notes.

Is it possible that he is running some metamod application like Admin Mod/AMX Mod that is keeping his bans in their own folder location, in addition to the banned.cfg? Just for the hell of it, once you shut down the HLDS Gameserver, delete ALL versions of banned.cfg, banned_users.cfg or any other file that has "ban" in it.
This topic is now getting old...because this issue is just not this complex. LOL!

Stop thinking about the computer itself as a server. When someone says server here, we're talking about the program that functions as the game server. Forget about hardware, forget about the machine. Someone says server, it means the game server program. Got it?
I think the problem here is that you've got the banned.cfg/banned_user.cfg being execed in your server.cfg file. Remove the line from your server.cfg that looks like:
exec banned.cfg or exec banned_user.cfg
Once you remove that from server.cfg, save it, and then kill the server again. Then delete that banned_user.cfg file too. THEN AND ONLY THEN should you start the server back up again. This way you don't have a banned_user.cfg file to begin with, and even if you did it won't get executed from the server.cfg file. This means you have absolutely no way of getting any old bans back. That file is the ONLY place they are EVER stored. If that file doesn't exist when your server isn't running then all your bans are gone forever. Simple as that.
