The files in downloads folder are cached custom paint decals/sprays that 
clients upload automatically and would not be available on your HTTP download 
URL.

Set sv_allowupload to "0" to prevent those files in downloads folder from being 
there in the first place.

"sv_allowupload" = "1"
 - Allow clients to upload customizations files
