Interesting thought, how about a sv_admincount cvar. Serverside admin tools could easily increment and decrement this var as they logon and logoff users with admin abilities... it would leave "what constitutes an admin" up to the either the tool author, or the server op". You then could just search for this when looking for a server with certain tools. Course nothing prevents people from just changing it when there aren't really people on.
