I start it and its in the server listings. I check later in the day and its gone. Restart server and its back again.
I dont have this problem on my linux boxes only on this one windows 2003 box.

Yup. I filtered on CSS and waited for the entire list to refresh and this ip never shows up. I can add it to the favorites and to hlsw fine. I see no differences between your server and mine as far as protocols, etc.
Do you by any chance see these console log lines at the end of the restart sequence: Adding master server 207.173.177.12:27011 Adding master server 207.173.177.11:27011
Do you see a line like this one in the startup: Network: IP 69.61.67.194, mode MP, dedicated Yes, ports 27015 SV / 27005 CL
