"HL1"? Please define the mod you want to run. We have multiple Win2K3 servers with SP1 and all are running fine. I would suspect something amiss in your pull of the files or with your command startup line before I would suspect SP1 having anything to do with it. There may be something else going on in the OS that would prevent it running but I can't attribute it to SP1 without some further information. Let's start with your command line (minus any sensitive information) and a copy of the errors you are receiving.
