If it behaves exactly like it does (did?) in Admin Mod then basically
you would use it like so (example):

Say you have a fun map show up in rotation, and you only want it played
for a short while (say 20 minutes) and with only 4 bots, where as
normally a map would run for twice as long and with twice as many bots,
mess with gravity, or just whatever you want to tweak for that
particular map.

And the only cvars that would change would be the ones you specify in
your map config, as whatever was previously set by server.cfg would stay
in place.

To better understand this de_dust2.cfg file (example) instead of loading
bots at the server.cfg file you would specify your bots in this new cfg
for the given map?

And as for the per-map rules... what distinguish the difference in the
command structure from map rules from the bots, etc.??
