You can create a partition if it makes you happy. However, if you create a
partition on the drive, it means you will probably create it at the end of
the drive. If this happens to be your system drive, then the drive heads
will be seeking back and forth, back and forth. They seek to one end to do
system stuff like updating system logs and loading system files. They seek
to the other end to do stuff for your server. Will this cause any noticable
performance issues? Will it shorten the life of the drive? Who really knows?
Just create a subdirectory somewhere to run it in. hlds/srds does not care
where it runs from. FWIW. I stuck a spare 3GB drive in my box and run my
server from there. That way it has it's own dedicated drive, and it makes
backups easier. I've also run it from a subdirectory on the system drive and
never had any performance issues that could be attributed to hard drive
performance.
Is there any way that I can set up a dedicated server on my own computer
without the partition that would be a good one?

There is no benefit added by partitioning your drive. Why do you want to?
