There is a adminmod plugin for 1.6 that allows you to alter what
hitboxes will be registered as a "hit". It was written by olo

Server commands:
hs_mode < 1 | 0 > - enable | disable headshot plugin
hs_body < body id > ...
1 - head, 2 - chest, 3 - stomach, 4 - left arm, 5 - right arm, 6 - left
leg, 7 - right leg
For example: hs_body 1 2 3, accepts hits only on head, chest and
stomach. By default hs_body is set only for headshots.
