Sorry, now you have confused the issue
 Is it the fps value returned by an stats or rcon stats command?
 or
 Is it the fps value as defined by fps_max?
 The way I interpreted Alfred's explanation, is that it would be based on
actual server fps, which varys according to load on the server.
 P.S. Who here runs their server with an fps_max of 30?
