Idd Running a flash app, eggdrop, streaming media, or such will do the trick. U have something like that running I'm sure, clean windows install won't get u high fps.

Let me just assure you once again however, this isn't a mistake, your system IS running a high res timer, and this IS created by a third party app being introduced. If you still don't believe it, do a fresh install with quite literally nothing but the OS and source. Don't load a web browser (no flash allowed) just load srcds. You will then get different results.
