If your machines IP address is 192.168.xxx.xxx, then you are behind a router. It's only a question of where the router is, and is quite likely built into your modem. What kind of Internet connection do you have, what kind of Modem do you have? To answer your question, the -port 27035 goes on the command line you use to start your server.
