As far as I know there is no built-in vote kick in HLDS. All implementations I've seen for that functionality is scripted in either AdminMod, AMX or AMXX. I know this isn't the kind of reply you hoped for, but I afraid that's all there is.
On the "up" side, it's much easier to disable said functionality if it *isn't* built into HLDS. Also, I'd be willing to help you figure it out, if you want. Just contact me off-list.
