I live and die by AdminMod, but I stay pretty much in DOD plugins. The best way is to look at what you want to control then look on Adminmod.org list of submited plugins. I find the best plugins have a decated owner that mantains that plugin. Also make sure your base plugin's cover as many functions as possible, I find the fewer the plugins the smoother the server runs.
If you do any programing work you might also find that you can correct a plugin problem. I have only scraced a few of the ones I use, mainly my sound plugins, the one I liked best had a limited number of sounds it could load and play back on the client, so I altered the script to allow for more sounds to be registered.
