        It's not possible -- if you look at the hldsupdatetool executable
you'll see they've hard-coded in some IP addresses and some names.  The
names you might be able to play with using your hosts file, pointing
gds1.steampowered.com and gds2.steampowered.com to your local server.
I also see 69.28.151.178:27038 69.28.153.82:27038, etc... in the
binary, so my bet is you're either going to have to do some funky
routing, or block anything but your own so eventually the tool will
pick it.
