Check out Xaphan Admin Plugin ( http://www.sourcemod.net/forums/viewtopic.php?t=2629) or Basic Admin Plugin (http://www.sourcemod.net/forums/viewtopic.php?t=2923). Both have basic kick/ban with a few additional features like map voting. Also, Mani is considering creating a "light" version of his plugin. No idea when or if that will happen though.
