emailer "YUP" i feel ya on the fps thing.
Ive done a lot of testing myself and found that i can keep the fps up and
remove any skippingby setting hi priority on the server and reducing the
slots in the box all together.
Valve has gotten to the point that we simply must run less servers per box
if you want a server with infexXxious ping and fps.
im getting 100-120 slots on my dual xeon 2.8 comfortably.

i have a box with the same specs as yours and i have the same problem...

FPS even though CPU usage is low. it's the worst at round start when more
than 20 players are playing but like you said after a few people die it
gets
better.
i wrote about this problem here a few times over the past couple of
months,
but couldn't get much help. the best advice i got was to disable Hyper
Threading, which i did, and which helped some but not enough to fix the
problem.
it's good to know that i'm not alone here. i'd appreciate it if you would

i was focussed on surf maps in the November posts, but keep in mind the
FPS
still drops low on other maps such as de_nuke when more than 20 players
are
in a single server even if all of the other servers are empty or shut
off.
