        Assuming the server isn't in production due to this problem,
one other thought is to eliminate the webserver as the problem by
creating a LAN game and allowing content download from the server
itself.  If the problem happens there (doubtful) then is something
clobbering the file system?  Having made a copy of the game directory
after running hldsupdatetool, you could use fc to compare the present
and backup copies of the maps to see if the maps are actually changing.
It could simply be the server miscalculating the file checksum.

        To introduce a webserver back into the equation, fire up
the IIS service on your server, add the redirect url, and let
the one box serve maps in that same LAN game.  You should quickly
find any problems.  If none, transfer the content to your production
webserver and try once more.  At some point in this process the
error should show up again, and you'll have localized content you
can compare to see if the files no longer have the same checksum or
if it's (more likely) errors with the web transfer or checksum calculation.

        That's how I'd approach it, anyway.  Good luck.
