That's just the "install" program.  It has been that way for quite a while.

Correction - apparently valve changed hldsupdatetool (again!). The correct
syntax is now:

C:\hlserver>hldsupdatetool -command update -game gearbox -dir .

It didn't used to require a directory, but defaulted to current directory

OMG! The hldsupdatetool you download from the link below appears to be some
gui version of hldsupdatetool. WTF???? When did Valve release that?
