Nope, it was removed by valve as mentioned above by Alfred.
Sorry, and yeah it was a great feature :) Made the server look more pro.

After a wander through our source control system, I stand corrected, the
ability to display customer banner ads was removed about 2 years ago. I
am sorry but I do not remember the precise reason (I have a funny
feeling that it involved the "l" word), we won't be adding it back.
