Yes or write your own. It really doesn't get smaller than that program
though. But you shouldn't lose FPS with that ... make sure the tick is
set to at least 300 and adjust max_fps as well.

Yes, the resolution timer does apply to hlds as well. I think part of
the reason that's what's on Whispers site is that hlds is slooooowwwwly
fading out to srcds (and maybe bf2/cod2 to a much lesser extent)
