I believe they have officially decided to rule out TS:Source now, since
it does require learning whole new way of doing the mods. (and of course
higher resolution art but for some projects that is actually not an issue.)

Yes, the resolution timer does apply to hlds as well. I think part of
the reason that's what's on Whispers site is that hlds is slooooowwwwly
fading out to srcds (and maybe bf2/cod2 to a much lesser extent)
