I wouldn't jump on the hack wagon just yet, you do have the ablity to brows
servers so for a second lets say someone is sharing the PC with one user
profile and two steam accounts, player Y has all the games and player Z has
half, so if player Z was browsing the server list and saw said server then
double clicked on it, the content would start to load seeing how the contect
is truely there, so they would be able to get all the way to authenicat and
at that point Steam would match the account to the game and dump player.
Thus goes round the cycle of Steam....

I just find it very curious that they could actually get to the point where
their client loads OP4 and tries to join the server before something
finally
says "you can't do this" and disconnects. I would think they would not be
able to load the client at all. Unless they had some sort of hack that lets
them play it in SP mode?
My Knee jerk reaction is that they have multiple accounts
on PC with install of Steam and they have once account
with said game and the other account probably has the game
files but it is not unlocked in Valvedom.

able to even get
this far if their steam account didn't own the game.
