It would require an unprecedented amount of access to the GCF files not seen (for good reason) outside of Valve. In any case the following steps would need to be undertaken: 1. SRCDS Option to enforce GCF files only for certain content. sv_pureserver 1, 2 or 3 (Basic, Anal, Paranoid) 2. Source Client setup to use content either in the GCF files or in \cstrike at the level set by the server 3. Basic Checksum to vaildate intergrity of Clients GCF, if fail, player kicked and told to verify GCF content for game in question 4. VAC to scan for programs that try to intercept checksum calls made on GCF files to ban people actively trying to use content that should not be allowed on the server. Ball is in Valve's court as they are the only ones that can do it.
