This is what I posted in the day of defeat source forum, though now I suspect it's a srcds issue as another friend of mine is currently having the same issue. We can connect to other servers just fine.
"Awesome. I just restarted steam, watched it update. I ran the hldsupdatetool on my server, watched it download the new files... my server is now running dod_jagd... yet when I try to connect to it, I get "You do not have this third party mod installed."
