Something is using the port you have selected or something didn't release that 
port correctly. If you are sure nothing is using that port, try rebooting the 
Windows server. 9 times out of 10 this is just something that didn't release 
correctly so Windows thinks the port is in use. I am sure there is a second 
option to releasing the port but I have not invested any time in locating it :)
