This is a motherboard chipset + OS problem, nothing can be done
software-wise to make the system resolve the timer closer then this.

IE: on WIN32 with a high-res timer running you either get 1ms resolution
(~1000fps) or you get 2ms (~512fps).

Players (even very good players) can't see the difference at all so it's no
big thing.
